Why does this website look so plain?

You have disabled stylesheets, you are using a portable device (PDA or cellphone), or you are using a browser that does not support modern web standards. To spare you from seeing the attempt your browser would have made at displaying the full design, much of the presentational aspects of the site are being hidden from you. While this page is intended to suggest some good options for upgrading your browser, please note that this is not an exhaustive list of browsers that support web standards, nor a test of browser compliance. Also, we do not intend to recommend a particular manufacturer's browser; only to suggest upgrading to a browser version that gives you the best and most secure browsing experience.
